随着网络犯罪行为对社会的危害日益明显，各国政府和国际社会对网络安全的认识水平普遍提高，越来越意识到网络安全工作的重要性、复杂性、紧迫性和长期性，越来越重视网络安全在保护国家安全和维护经济金融稳定中的重要作用。相关的国际组织和发达国家纷纷制定、完善相应的措施，对网络威胁进行有效的预防和打击。
